System Boundaries Secondary System

Layer 3 secondary-system page for physical, electrical, USB, and software
interfaces.

The normative boundary is the transfer of measurement frames and control/status
information over USB CDC.  The Communications Inspector is an optional,
independent observer of that boundary and is not the operator application.
